Actual queues vary: on September 3, 2026, the IRS operations page reported faxed SS-4 forms being processed nine business days after receipt and paper forms within 30 days.

The difference between “generally” and the live processing queue matters. The Form SS-4 instructions describe standard expectations; the IRS processing-status page is a dated operational snapshot. Check both before promising a launch date.
When can an international applicant use the phone route?
The phone option is for applicants with no legal residence, principal place of business, or principal office or agency in the United States or U.S. territories. The current number is 267-941-1099, Monday through Friday from 6 a.m. to 11 p.m. Eastern time.
The caller must be authorized to receive the EIN and answer questions about Form SS-4. If a third-party designee calls, the signed authorization must be valid. The IRS may ask for the signed SS-4 to be faxed or mailed within 24 hours after the call.
Phone can be the fastest path, but “available” does not mean immediate connection or guaranteed assignment. Holds, call capacity, authorization problems, and inconsistent answers can prevent same-call completion.
Why fax timing changes
Fax applications enter an IRS work queue. The instructions use an approximate four-business-day standard when a return fax number is provided, but inventory can lengthen it. As of September 3, 2026, the IRS reported a nine-business-day fax processing point for Form SS-4.
Do not count from the day the form was drafted. Count from confirmed IRS receipt, and preserve the transmission report. If no usable return fax number is supplied, the IRS cannot fax the assignment back.
What delays an EIN application?
Common preventable issues include:
- applying before the LLC is legally formed;
- a legal name that does not match the state record;
- naming a nominee instead of the actual responsible party;
- leaving line 7b unresolved rather than using the permitted foreign entry;
- an entity classification inconsistent with the member count or intended treatment;
- missing signature or third-party authorization;
- an inaccurate business start date or activity; and
- duplicate applications for an entity that already has an EIN.
The IRS can also request more information even when the form was prepared carefully.
Can the EIN be used immediately?
The IRS says a newly assigned EIN can be used immediately for most business needs, including opening a bank account or filing a paper tax return. Allow up to two weeks before expecting the EIN to work for e-filing, electronic tax deposits, or the IRS TIN Matching Program.
Keep that two-week system-update period separate from the assignment time. Having the number does not mean every external bank or platform has completed its own verification.
Planning recommendation
If a return is due before assignment, check what to do when an EIN is pending at the Form 5472 deadline. An application queue does not itself extend a filing deadline, and a missing EIN letter is different from an unassigned number.
Form the LLC, prepare the SS-4, and apply before a bank, payment processor, contract, or federal filing becomes urgent. Use the phone route when eligible and practical; use fax when you need a documented submission and can accept the current queue; use mail only when the longer path fits the schedule.
