A complete ITIN application normally needs Form W-7, proof of identity and foreign status, and a U.S. federal income tax return unless a specific exception applies. Before collecting documents, confirm two threshold facts: you have a federal tax purpose and you are not eligible for a Social Security number.
This checklist is for non-residents preparing a new Individual Taxpayer Identification Number application. If you already know the reason code that applies, start the ITIN application.
First confirm that an ITIN is the right number
The IRS issues an ITIN to an individual who needs a U.S. taxpayer identification number for federal tax purposes but is not eligible for an SSN. It does not issue an ITIN solely to open a bank account, start an ecommerce business, improve credit, or provide general identification.
Use this eligibility screen before paying anyone:

ITIN application document checklist
Prepare one clean package in this order:
- Current Form W-7. Select the correct application reason and enter your name, birth details, citizenship, foreign address, U.S. visa information when applicable, and identification-document details consistently.
- Federal income tax return. Most new applicants attach Form 1040 or Form 1040-NR. Leave the SSN/ITIN field blank for the applicant. A return is not attached only when a defined exception and its required evidence apply.
- Identity and foreign-status evidence. A current passport is the only generally accepted stand-alone document for both identity and foreign status. If no passport is used, the IRS instructions generally require a combination of acceptable documents.
- Exception evidence, if applicable. Identify the exact exception number and category on Form W-7 and attach the documents listed in the official exception table.
- Supporting residency evidence for certain dependents. Dependents can face additional U.S.-residency rules, especially when a passport lacks a U.S. entry date.
- Consistent mailing information. Use an address where IRS notices can be received after submission.
- Copies for your records. Retain the signed W-7, return, exception evidence, identification record, and delivery tracking.

Which passport route should you choose?
There are three practical approaches. Mailing directly to the IRS may require original documents or copies certified by the issuing agency. An IRS Taxpayer Assistance Center with ITIN services can authenticate most documents at a U.S. appointment. A Certifying Acceptance Agent can authenticate most permitted documents and submit the package without the applicant mailing the original passport to the IRS.

Final completeness check
Before submission, compare every occurrence of the applicant’s legal name, birth date, citizenship, foreign address, passport number, visa details, and prior ITIN or IRSN. A document can be genuine and still cause a delay when its details conflict with Form W-7.
Confirm that:
- the reason box matches the federal tax purpose;
- the form is signed and dated;
- the attached return is original and complete, when required;
- the exception citation and evidence agree, when no return is attached;
- documents are current, clear, and permitted for the applicant category;
- the mailing address will remain usable during processing; and
- the applicant is not eligible for an SSN.
What happens after submission?
The IRS advises allowing about seven weeks for an ITIN status notice and nine to eleven weeks during tax season or for overseas applications. Those are IRS processing periods, not a provider guarantee. Keep delivery evidence and avoid sending a second application merely because the first is still inside the stated window.
