Confirm the decision before preparing Form W-7
Form W-7 reason e covers a resident or nonresident alien spouse who is ineligible for an SSN and is electing to file a joint U.S. return with a U.S.-citizen or resident-alien spouse. Put the package together in the right order
For a first-time applicant, the IRS generally requires Form W-7, the federal return for which the ITIN is needed, and identity/foreign-status evidence. Attach each W-7 to the front of the return and leave the ITIN applicant's SSN area blank. IRS ITIN application guidance.
For the spouse described here, the working package normally has four parts:
- Joint federal return. Prepare it only after the election decision; leave the ITIN applicant's SSN field blank.
- Form W-7. Use reason e only when it accurately describes the spouse's basis, and enter the U.S. spouse's requested identifying information.
- Identity and foreign-status evidence. A current passport is usually the only stand-alone document. Without it, the instructions generally require two accepted documents, including a photo for most applicants. Instructions for Form W-7.
- Election statement and return attachments. The first-year choice needs both spouses' signed statement with the required declaration and identifying information.

Select a document-authentication route without assuming one is guaranteed
The IRS lists designated Taxpayer Assistance Centers, eligible VITA sites, and Certifying Acceptance Agents (CAAs) as options that can authenticate documents in some situations. CAA authority has limits: for dependents, it covers only passports and birth certificates; foreign military ID cards are excluded. IRS application-route comparison.

Run a final consistency check
Before sending, compare the spouse's legal name, date of birth, citizenship, passport information, foreign address, and prior ITIN history across the package. Supporting documents must be consistent with the W-7 fields. A marriage certificate can explain a name change but does not replace identity evidence. Instructions for Form W-7.

Frequently asked questions
Can a nonresident spouse submit Form W-7 by itself before filing jointly?
Usually no. A return-based W-7 is generally attached to the return for which the ITIN is needed, unless a specific exception applies. Review the joint-return election first.
Does Form W-7 reason e itself make the couple eligible to file jointly?
No. Reason e identifies the ITIN basis; it does not make the section 6013 choice, resolve eligibility, or determine worldwide-income consequences.
Can a CAA always authenticate a nonresident spouse's passport remotely?
Do not assume that. The IRS does not establish one universal remote workflow; confirm the document-review process and limits with the CAA first.
